Southwest of Duluth and east of Duquette in Nemadji State Forest, the Continental Divide / Upper Willow Loop is a 13.5 mile route in the Nemadji State Forest that is open to ATV riding.

Overall, Upper Willow Loop is the 22nd most popular ATV riding trail of all 33 ATV trails in Minnesota. Several of the better atv trails are nearby Upper Willow Loop including Big Aspen Trail, General Andrews State Forest, St Croix State Forest, Thistledew ATV Trail and Yellow Birch Trail.
